Ensure trains are heated properly

Additional Information

Introduce a directive stating that if the temperature drops below a certain point, train services must heat the carriages and ensure customers are warm. This is predominantly a problem on smaller, local commuter services. It is unjust that fares should be so high and yet services are so uncomfortable.
