Cap council tax rises in line with inflation

An easy one for everyone to sign up to, instead of councils increasing council tax as they see fit they should only be permitted to raise the level of council tax in line with inflation, if they claim they need money to maintain the current level of finacial income, then they should conduct a lean manufacturing excercise to eliminate waste, consult with the local community to encourage volunteer work and reward those who offer their services i.e. reduced rate or free access to council run leisure facilities.
