Allow road fund licences to commence any day of the month and charge pro rata.
We must always pay road fund tax from the first day of the month as there is no facility to pay pro rata. So, for example, if I choose to un-SORN my car on the 16th day of the month, I am obliged to pay for the entire month even though my car was not used until half way through.
