Licence To Purchase Alcohol

Having a minimum price for alcohol is going to penalise those who work hard and get paid below the national average, and just want a relaxing drink or two at the end of the week. I propose a scheme where peoplle have to earn a licence to purchase alcohol.

This would be based on studying the effects of alcohol. Items covered should be how alcohol works, the physical effects, understanding the drunken highs and the resulting hangover and why they happen, the effects on society, family life, relationships, addiction and the financial costs.

The same scheme could also be used for gambling. Another escalating problems in todays society/
