We, the undersigned, wish the Government to consider the creation of a new offence, that of being in a public place, at any time of the day, and whether on payment or otherwise, and having the face covered or masked by any means, in a deliberate attempt to prevent identification either at that particular time or some future date.
This would apply whether acting in the commission of an offence or not.
This bearing in mind that as far as rules of evidence are viewed, a positive identification of an offender (should an offence occur), is of paramount importance as evidence in a court of law.
This offence to be considered completely separately from the offences appertaining under the 'Prevention of Terrorism' Act.

Furthermore should any person(s) be convicted of any criminal offence, that person should not be allowed to 'shield' the face or cover himself / herself when in public gaze or view, again in an attempt to prevent identification at a later date.
