Introduce extra taxation or ban all packaging that is not biodegradable.
For example: Biodegradable Polythene – Used commonly in plastic carrier bags it 'degrades' when exposed to sunlight. Banning or even bringing extra tax to packaging that is not biodegradable will force companies to find cleaner ways to package their products.
