Include in all public office elections a box noted as “none of the above”.
In many elections we are faced with no choice and person spoil there ballot paper. This option gives a clear way of stating that no suitable candidate is present.
If the ‘none of the above’ reaches a majority no public officer will be elected and power will reside with the public service till the next election. The presumed vote will be with the current state
