Have cyclists register to ride on a public road
In the interest of Road Safety, all cyclist whom wish to ride their cycle bike on a main road should register with an agency to confirm that they are a competent rider, fully aware of the highway code and be legally binding. To wear an identification number and make it an offence of not worn.
If there was a registration system for cyclist on a public highway, there would be accountability for the rider if they commit a road traffic offence. The police this, the cyclist should have to wear an identification id on them at all times just like a number plate on a motor vehicle. This would be applicable for identification purposes with Pedestrians and other road users. The identification could be in the form of a alpha numeric identity and printed on a florescent body adjustable strap.
