Make it the law that all dogs are to be on leads in public areas.
Dog attacks on people and on other dogs are on the rise. Dogs off leads are a danger to both wild life, other dogs and the general public. Dogs are an animal and their behaviour is unpredictable, no matter how well you think you know your dog, you don't know every situation.
Recently a small child was killed in Devin by a dog off a lead. Many dog on dog attacks have happened to dogs on leads from dogs which have been let off the lead. Dogs on leads in all public areas would go some way to preventing these attacks.
