To move the UK Parliament to the Midlands or North of England.
This would not reduce London as a city. Germany, Italy, Canada, Australia, USA all have separate financial capitals. It would reduce the split between politicians and the population, and probably be much cheaper than renovating the existing London parliament buildings for government.
