ban shorfall contributions to pension funds

we would like the governmemt to bring forward the banning of companies who shortfall their pension funds in certain other countries this is not allowed. the employees own the pension fund they pay their contributions and the companies must pay in their contribution within 5 working days after month end the company is not allowed to borrow from the pension fund and neither. if it does not pay its contributions in time the company will be subject to criminal proceedings it is not allowed to use it as collateral. this would save so much trouble and prevent fraud
