Duty to provide a Meals-on-Wheels Service

Additional Information

The Government should have a statuary duty to provide a Meals-on-Wheels Hot Food Service, delivered daily to their own homes, for vunerable old people, properly funded from Central Goverment through Local Government, to a national minimum standard and at an affordable cost to all, according to their ability to pay.
