Ballot paper must be completed in pen and not pencil.
The current system of completing ballot papers in pencil has lost confidence with voters. There is a perception that completed ballot papers can be altered. The current system should be changed so that in future ballot paper must be completed in pen to restore public confidence in the voting system.
