Amend the fixed term parliament act for when a change of Prime Minister happens
In the event that the identity of the Prime Minister changes during a fixed term, parliament should determine if a new mandate should be sought for the government via a vote to be scheduled within 3 months of the new Prime Minister taking office to dissolve parliament and have a general election.
https://www.dailymail.co.uk/news/election/article-1268500/Unelected-prime-ministers-poll-months-New-Cameron-vow-attacks-Browns-legitimacy.html -Former Prime Minister David Cameron proposed a similar idea when attacking the legitimacy of Gordon Brown's Premiership.
Sometimes stability is required, sometimes the new Prime Minister will be firmly for executing the established mandate for the government. So parliament should vote to decide if the public need to vote on the issue.
