Make the killing of any dog a criminal offence
It is an outrage for a human being to injure or kill a dog deliberately. Heartless people do it as they know there is little consequence so why not reduce the risk of this happening and make it a criminal offence. People should get the same punishment for killing an animal as they would for a human.
