Introduce tax rebate for pensioners paying for their care in a care home or at home

The Government e-Petitions Team gave the following reason:
We can't accept your petition because we aren't sure what you mean by "tax rebate". A tax rebate normally refers to a payment from HMRC because you have overpaid tax.
You could start a new petition calling for payments for care to be tax deductible (not count towards income tax) if that's what you would like to see happen.
