Abolish Road Tax
Add it on to petrol tax. People can't evade petrol tax, so you don't have to pay people to chase evaders. And you don't pay twice to collect the same tax. And foreigners will pay it. It will work out cheaper. Car registration can be done like house ownership is by the Land Registry.
