Make the under 18/25 minimum wage the same as over 25.
I am a sixth form student (year12) and I work for £4.35 per hour with my colleagues earning double whilst carrying out the same task. My parents can't afford to pay for my car, insurance or license. Which I believe is a big development in one's mind when it comes to becoming independent.
