Chain Gangs To Pick Up Litter.

Get UK prisoners out on the streets in chain gangs to complete some of the local community jobs that are not able to be paid for by local government due to the cuts. Use this dormant workforce to pay their way in prison. Jobs they could complete - Fill in pot holes, Pick up the huge amounts of litter on the streets, clean grafitti.
