Issue parents with a parent and child parking badge
Parents with babies, toddlers and children rely on the extra space provided in the parent and child spaces to get their children out of the car safely. Yet motorists without children are parking in these bays, as they are very often near the shop entrance for convenience for parents.
To stop this, a badge similar to the disabled bay badge could be in force, therefore you can only park in these bays with the badge. These could be issued to parents/guardians and must be displayed when parking.
