Investigate the failure of Ofcom to regulate the BBC'S institutional bias.

It's not the responsibility of the UK Government or Parliament to investigate Ofcom's regulation of the BBC. Ofcom is independent of both the Government and Parliament.
You could start a new petition with a clear action that is the responsibility of the Government or Parliament, for example a petition calling for an independent review or public inquiry.
There's already a petition about revoking the BBC's Royal Charter, which you might like to sign if it calls for something you'd like to happen. You're more likely to get action on this issue if you sign and share a single petition.
