Allow all non-resident citizens to vote in national elections and referendums
UK citizens living abroad lose the vote in national elections and referendums after 15 years. Since these will almost certainly affect non-resident citizens and their families, often in dramatic ways, it would greatly enhance democracy to restore these rights, in line with many western democracies.
Theresa May as PM promised just such a change. It hasn't happened and it's time the promise was kept.
