Stop companies closing roads unless people are working on the road closure.
Every day roads are temporarily closed by utility or road repair companies and the site is then left unmanned with no one working on it. To minimise the time the road is closed and the resultant disruption, companies should be fined if they have closed a road and do not have people working on it.
