Make it unlawful for a vending machine to state that it does not give change.
Yesterday we used a public car park in the Bournemouth area. We did not have the right change, so we had to overpay. If we had underpaid, we would rightly have been prosecuted. Why should a local authority, in this instance, have the right to keep more than it is entitled to?

We're not sure whether you want this to apply to ticket machines, vending machines or all machines of this type. We're also not sure whether you want it to be unlawful for machines not to give change or to be unlawful for them to include a statement that they do not give change.
