Change the law to recognise pets as A 'Family member' NOT 'Property'.
Stolen puppies and dogs should NOT be treated as just "stolen property" the effects of such thefts can be life changing for their owners. The law needs to be changed to recognise the stress and long term suffering that these crimes can cause.
To all intense purposes for most people their pets become a member of the family just like a child. When these pets are stolen (recently a lot have been taken with force). The owners can suffer separation anxiety and depression. The law should treat such crimes with seriousness it should consider the life changing impact on victims. Some people have no other family members this crime can be the end of their world, often children are victim forced to deal with these heartless crimes.
