Collect local authority data on annual reviews of Education, Health & Care Plans
There is evidence from SEND local area inspections and LG&SCO complaints, that some LAs are prioritising requests for new assessments over annual reviews*. Data on whether LAs are complying with legally required annual reviews of EHCPs must be added to annual SEN2** returns to evidence compliance.
Over 350,000 children & young people with special educational needs rely on EHCPs for support. By law, local authorities must review every EHCP annually - but this doesn't always happen. The Department for Education needs to collect and publish data on LA compliance, using its SEN2 annual census

**SEN2 collects data about children for whom the local authority has responsibility for the management of the SEN processes, under the 1996 Education Act and the 2014 Children and Families Act https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/742483/SEN2_2020_Guide_Version_1.0.pdf
