Make citing sources required for all info. that is stated as fact by parliament.
In light of all the recent events, with information given that has turned out to be false or inaccurate, source citations for information would aid discussion. If source citation was required then the source of the information could be discussed and it's validity assesed.
As most authors of published scientific work will know any information given as a specific fact is usually cited. This gives readers further information on the information given and allows them to asses the impact of any prior work.

We're not sure exactly what you'd like the Government or Parliament to do. Parliamentary reports are already referenced, we aren't sure how you'd like other parliamentary proceedings to be referenced.
