To regulate council services (legislation) for Children in Care and Care Leavers
On 21/10/2018, Nadim Zahawi, Under Secretary for State for Children and Families clarified "the government has not appointed any organisation or person to complete systematic audits of LA children’s services, to monitor their compliance and delivery of legislation related to looked-after children".

We understand you're concerned about council services for children in care and care leavers, but we're not sure exactly what you'd like the Government or Parliament to do.
There's already legislation in place, for example the Children Act 1989, which places statutory duties on councils and the Children Homes (England) Regulations (2015), which set out how councils are required to review, monitor and manage care homes and how children and young people are cared for.
