Require parliamentary approval before starting prorogue process
Presently, it's straightforward for a prime minister to close parliament without the democratic backing of parliament, preventing debates on serious matters.
Parliament should have a simple vote to agree to prorogue giving the PM consensus to request approval to prorogue from the crown.
