Create a law prohibiting a failure to assist a person in destress.
There are man instances of people standing around watching and filming people who are clearly in need of assistance. People being attacked, ill,accidents,suffering seizures, inebriated ets.Too few people actually try to, or even offer to help.
Social media has many examples of film and images of people in need of help. If the people watching helped perhaps the outcomes could be improved.

You could start a new petition explaining clearly what you'd like the Government or Parliament to do. For example, a petition calling for a legal requirement to report crimes, if that's something you'd like to happen.
