e.g. BT, Sky Broadband, Virgin Media etc.

Primarily, this law would have the specific aim of reducing the number of teenagers who visit pornographic sites. However, this law would be beneficial for those in a relationship... a partner will not be able to secretly watch pornography so easily.
VPNs are a loophole, but the goal of substantially reducing the number of pornography-viewers should still be achieved because some may be discouraged.
