Introduce a universal ban throughout England and Wales on parking on pavements.
Parking on pavements/footways is dangerous for all pedestrians who may have to step into the roadway to get round the vehicle. It is particularly hazardous for the disabled and young children. The only exceptions should emergency services vehicles attending an incident.
As someone who is partially-sighted, I have personal experience of how hazardous the practice is.
