Have a sliding scale of increased fines for those who continually commit the same offence. Parking offences are a prime example where some people consider themselves to be above the law, or feel they can afford to be above the law!

It's about time law-abiding citizens were treated fairly for a minor indiscretion, while those who habitually offend were treated accordingly. This would go some way in curtailing the persistent offender's antics while also halting that obnoxious arrogance shown by a few.
