Fine dog owners £20 for walking their dogs outside with a temperature over 25°c
Dogs who are walked outside at a highly temperature are often seen by vets to treat blisters and boils on their paws. It is known that if you can’t hold the back of your hand on the tarmac for more that 10 seconds then your dog shouldn’t be walked outside, which is roughly the temperature of 25°c.
Many people believe that this should be a criminal offence and offenders should be fined a minimum of £20 because this offence should absolutely be classed as animal cruelty. However, this isn’t yet widely known as an offence and has not been considered for debate in parliament yet. An article from the mirror said, ‘The RSPCA have warned that dogs should only be walked early in the morning or at night "when they will not burn their paws on the pavement or be at increased risk of heatstroke".’

The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We understand that you're concerned about dogs overheating during the summer. However, animal cruelty is already a criminal offence under the Animal Welfare Act 2006, so we're not sure what other action you'd like Government or Parliament to take.
If you're concerned about a specific incident, you may wish to report it directly to the RSPCA:
