Ban dogs being off leads
All dogs should be on leads when outside unless in a friendly dog park. Its unsafe for all dogs. People have there dogs on leads that may be unfriendly and a friendly dog could run over then a fight could start.
I have seen a lot of posts by people that there dog has been spooked and run off and is now missing. I've heard of dogs being hit by cars. Me personally I'm nervous to take my dog for a walk because of other people and there dogs that are of the lead.
