Revoke Article 50 until a majority of the electorate or all 4 countries want it.
Leaving the EU will impact the four countries which make up the U.K. very differently. As would any UK national referendum.
So a majority of the electorate or a majority of voters in each country should be required in order to have a mandate in any future referendum effecting the whole U.K.
If a future “Leaving the EU” or any other referendum is to command a comfortable mandate it needs all four countries consent or the majority of the electorate.
It also needs a connected poll including all of the details of the mode of that departure to be ascertained through a second question (if either of the two majorities is reached what elements of EU membership would you like to leave? Eg. the single market) so that there is no ambiguity as to what the mandate of the U.K. electorate is.
