Create an independent body to decide on NHS funding
For years political parties have used the NHS as a bargaining chip with the people. Each offering better deals than the other in order to garner votes. During election periods and lead up, political parties use fear of what other parties may do to get more votes.
The Bank of England was removed from the political arena for exactly the same reason. To prevent using interest rates and other financial mechanisms to get public votes.
Instead a body was formed of professionals and governors to set targets the government are legally obliged to work with. An independent body should also be appointed to decide on the funding allocated to the NHS.
