Make it illegal to hit a cat and drive off without reporting it to police.
Our beloved family cat has been ran over and killed, someone drove along and hit our precious boy in front of children playing, and continued to drive. These poor children came to our door to tell us our devastating news. Make it illegal to hit a cat without reporting it to police.
