Scrap Smart Motorways in England - Specifically stop opening up hard shoulders
Stop Highways England opening up hard shoulders for use as an extra lane.
The use of hard shoulders for normal traffic creates significant risk when a vehicle breaks down especially when evacuating the vehicle and finding safe refuse from approaching traffic.
