An Act to stop a Scottish’s independences referendum for a fixed period.
Parliament is asked to pass legislation to stop Scotland from repeatedly frustrating parliament and the UK relationship with the EU. The Act is to stop Scotland from having a second referendum for independence within a fixed period of 20 years from the date of the first referendum.
After the 20 year period has passed there should be a 2/3 majority in parliament, as in the fixed term parliament act, to enable an independence referendum. This Act is to avoid some of the same problems the UK has seen in its referendum to withdraw from the EU. In order to avoid the same problems as in the EU withdrawal referendum the Scottish independence referendum will be required to have a 60/40 majority for Scottish independence.

The Government e-Petitions Team gave the following reason:
Petitions need to call on the Government or Parliament to take a specific action.
We're not sure exactly what you'd like the Government or Parliament to do. Parliament is not able to bind future Parliaments to a decision, so any ban on a referendum or a requirement for a 2/3 majority for an action could be removed by a simple majority.
You could start a new petition calling for Parliament not to agree to a new referendum before a 20 year period has elapsed, if that's what you'd like to see happen.
