The modernisation of the private members bill process

Additional Information

It is undemocratic for MPs to prevent the debate through time wasting of subjects raised under the private members bill process. It should not be possible for the democratic process to be blocked by MPs reading the bible or hiding to cause the PMB to run out of time. The system should be modernised to ensure that bills are won and lost by debate and vote alone.
