Rails fare rises to be linked to punctuality ratings

Additional Information

Rail fare increases should take into account true puntuality (rather than the current 'late is more than 5 minutes late') in so much that the maximum allowed increase in fares for a TOC is inflation + 1% - (1% per 0.5% of trains late).
