Additional penalty for mobile phone use while driving.
The penalty for using a mobile phone while driving should include: A Fine, Driving License Points, AND, an "on the spot confiscation of that phone, for a minimum fixed period of time ( i.e. that phone immediately impounded 'on the spot' for 30 days minimum ).
