New legislation to be passed to ensure the safety of staff,pupils and parents by the appointment of an independent ombudsman who investigates and can compel the headteacher if necessary to act regarding problems in school caused by bullying, verbal and/or physical abuse instead of hiding behind policies, the provision of thorough training in special needs for all staff especially in autism and aspergers which is often misunderstood as bad behaviour, the provision of a daily assembly teaching morals, the streaming by ability of all subjects so that those who want to work can work, and the change of the curriculum to reward effort and promote work however humble, to ensure self esteem in staff, pupils and parents and an accountability within state schools which is not currently there.
