Start BST four weeks earlier
The UK goes from BST to GMT on the last Sunday of October
when (1) the length of day is 9h 34m (this length is reached on c.12 February). (2) the sun rises at 8am BST/7am GMT (this is reached on c.27 February)
Therefore, it is proposed that BST start on the first Sunday of March giving circa 4 weeks more evening daylight at the expense of less used pre-8am daylight.
