Drastically Increase State Pension
Instead of QE. Increase state Pension to a living wage. Retired people are mostly responsible but do not want to save for their old age. They are already there. So they will go out and spend the money which puts it straight back into economy. This will give the economy such a boost there will be no looking back. The government that does this will be in power for a very long time.
