All election ballot paper should have an "abstain" option
All national and local election papers should carry an "abstain" option on which Returning Officers are obliged to return a count. This will allow the general populace to differentiate between electoral indifference and voter dissatisfaction with the electoral options presented.
If the number of abstentions cast should exceed the votes cast for the winning candidate(s) then the election should be declared void.
