Registered keepers of vehicles must be traceable, accurate, accountable (not false, anonymous, fictitious) & their IDs verified before registering
Registering a vehicle with its keeper should require sufficient verification of his or her true ID, like with a passport/driving licence and two utility bills. Registered keepers can then be traced, identified and held accountable when their registered vehicles do not have valid road fund licences, insurances or MOTs or have been associated with certain offences, etc.
