Reform the referendum process to avoid ugly divisions, uncertainty & stagnation
The recent EU & Scottish Independence Referendums caused unpleasant divisions & unwanted economic consequences across the UK & Scotland respectively. Reform is required and new rules need to be adopted to deliver a clear majority result (over 60%) and avoid these damaging consequences.
Suggested Rules:
* Any referendum needs to pass a UK Parliamentary vote by a clear majority (over 60%) to be held.
* Result rules:
- Over 60%: referendum not re-run for min. 20 years
- Between 50 & 60%:
If in favour of status quo, referendum not run for min. 10 years.
If in favour of change, referendum not run for min. 5 years.
In both circumstances, referendum only re-run if evidence exists in multiple recognised polls that change has support of over 60%.
