Schools start at 10:30 so the students can get better sleep and have more time for breakfast without stress to catch a bus, car or walk to school late

The length of the school day are decisions for schools and their governing bodies to make.
If you would like the Department for Education to issue guidelines, or impose requirements on schools, about the length of the school day you could start a petition asking for that.
